"Up to now, there are more than 190 generative AI service models that have been filed and launched in China and can provide services to the public." Regarding how to implement the requirements of the "Decision" to improve the development and management mechanism of generative AI, Zhuang Rongwen pointed out that actively promoting the development and management of generative AI is an important responsibility of network information work. In July 2023, the Cyberspace Administration of China (CAC), together with relevant departments, issued the Interim Measures for the Administration of Generative AI Services, taking the lead in carrying out legislation in the world to safeguard the healthy development of AI in China. Up to now, there are more than 190 generative AI service models that have been filed and launched in China and can provide services to the public, with more than 600 million registered users. Related technologies and applications have shown a good trend of positive and orderly development.
Zhuang Rongwen said that in the next step, we will adhere to the overall planning of high-quality development and high-level security, and promote industrial development, technological progress and security in this important field.
The first is to strengthen independence and controllability and stimulate innovation vitality. Focus on promoting the research and development and construction of independent and controllable computing power chips and algorithm frameworks, create high-quality Chinese corpora, vigorously promote the basic capacity building of artificial intelligence, and accelerate the research and development and application of independent large models. Adhere to inclusive, prudent, and agile governance, optimize the large-scale model filing process, reduce enterprise compliance costs, and continue to stimulate enterprise innovation.
The second is to guide the application landing and empower the development of the industry. Give full play to the advantages of China's super-large-scale market, promote the application of generative artificial intelligence technology in industry, agriculture and education, medical care, health and other fields, activate the role of artificial intelligence technology in empowering the development of the real economy, and jointly promote greater breakthroughs in the application of artificial intelligence in traditional industries.
The third is to keep the bottom line of safety and prevent the risk of abuse. Enrich and improve the safety standard system in terms of classification and grading, security testing, emergency response, etc., and guide and promote large models to improve the level of security capabilities. Guide relevant platform enterprises to provide high-quality services to netizens in accordance with laws and regulations, and prevent risks such as personal data leakage, false information generation, and intellectual property infringement caused by the misuse of technology.
Fourth, adhere to collaborative co-governance and create a good ecology. Gather the forces of all parties, and work with relevant departments to further promote the establishment and improvement of relevant laws and regulations, and promote the coordination of AI security governance, government regulation, industry autonomy, enterprise self-discipline, and social oversight. Carry out international cooperation on AI security, and jointly guide the development of AI in a direction conducive to the progress of human civilization.
